TOURNAMENT RULES
Inaugural Chris Konkowski Memorial Baseball Tournament
Hosted by Ramapo LL – July 18 thru July 27
2. Location – Rella Field – 55 Annette Drive, Tallman, NY 10591
3. Rules – LLOA 2014 Green Book Tournament rules will be followed unless otherwise stated in the tournament rules
a. District rules will govern all pitch counts. (Eligibility and days of rest. Please bring affidavit forms.)
b. District rules will govern substitutions with the two following exceptions.
Each team will bat their entire roster.
Each player must play a minimum of 6 defensive outs in the field.
c. All pitching and catching substitutions must be announced to the scorer's table.
4. Format – 2 game pool play (9 games) followed by single elimination (8 games). Teams will be seeded based on the results of the first 2 games. Higher seed in a single elimination game is the home team.
5. Practice - When time allows, each team can use the field for infield practice for 10 minutes. The home team will have the field ½ hours before the start time. The visiting team will have the field 20 minutes before the start time. The batting cages and our 3rd field are available to practice on a 1st come first serve. Please limit the time that you use the practice areas so other teams can also use the field and cage.
6. Seeding – after pool play is based on
a. Winning percentage
b. Head to head (Only if 2 teams are tied)
c. Fewest runs per defensive inning
7. Rosters – Rosters must be comprised of up to 14 players aged 9 or 10. No player who appeared on an affidavit for a 10-11 tournament team is eligible. All teams must submit their team rosters prior to the tournament.
8. Time Limit – No inning in pool play will begin after 2 hours. There is no time limit in the knockout stage.
9. Code of Conduct – It is expected that all teams, managers, coaches, players and parents will respect the LL of America code of conduct. It is expected that all teams display the utmost respect for their opponent, umpires, and league officials. Arguing and negative comments to umpires and opponents by players, managers, coaches and fans is prohibited. The manager is responsible for the decorum of their fans as well. Any offenders may be asked to leave the facility.
10. Parking – There is limited parking at Rella Field. Parking in the lot will be available for the manager of each team, the umpires and handicapped vehicles. Participants are urged to park on Annette Drive.
11. Darkness - Follow green book suspended rules
12. Speed-Up Rule: Will be allowed but not mandatory for a catcher with 2 outs.
13. Knock out rules :
The only difference between the pool play rules and the knockout stage is that there is no time limit in the knockout stage as stated in the tournament rules. The following green book rules will be followed in relation to completed games and suspended games;

Rule 13a - regulation games are 4 or more innings in which one team scores more runs than the other (3 1/2 inn if the home team is ahead)
***if the umpires calls a game due to darkness or weather, it is a completed game if it meets the criteria for rule 13a above and the winner advances***
Rule 13b - Regulation games terminated because of weather or darkness must be resumed IF the visiting team ties or takes the lead in their half of the inning and the home team does not complete their at bat or take the lead in the incomplete inning.
Translation - 4 and 5 inning games called due to darkness or weather are completed games if one team has scored more runs than the other. They are declared the winner and advance to the next round. The only 2 exceptions are a tied game, and the exception explained in rule 13b above. We will not revert back to the prior inning if the visiting team ties or takes the lead In the inning that the home team doesn't compete their turn at bat or take the lead. In those 2 scenarios the games will be suspended at the exact point and completed the next day.
Pitching rules in a suspended game are covered in rule 4g on page T13.
A pitcher can continue in a suspended game if he/she has delivered 40 or less pitches and is subject to the following.
1. 20 or less pitches - begin at 0 pitches in the resumes game
2. 21-40 pitches, resume at the pitch count from the suspended game.
No teams can protest. All matters will be decided at the time that they occur. If you question a ruling you must have the green book and site the rule at the moment it occurs. Once the next pitch is thrown the ruling is final.
Crotty/Konkowski Tribute
Tribute to Vincent Crotty and Chris Konkowski
Ramapo Little League would like to extend its deepest condolences to the families of Vincent Crotty and Chris Konkowski. Vince played Little League for Suffern and Chris was a member of Ramapo Little League. Both played on the Suffern HS team. The 2010 season is dedicated to both the Crotty and Konkowsi families. On May 7th 2011, Ramapo Little League and the town of Ramapo dedicated Rella 1 to the memory of Christopher Konkowski and renamed the field, "Christopher Konkowski Memorial Field". Chris' name will always be enshrined into our memory and Ramapo also remembers Suffern's Vincent Crotty.
